The rules are set by the government, so anything they say is legal is legal. You go appeal to the Supreme Court, and you are back to same vicious circle, the Supreme Court is the government.

Reading the Act will answer your questions (except the one on electronic satellite surveillance - it is legal, see Google Earth as an example, or any number of camera signals that bounce via satellite).
